The tattoo is not just Berber, in fact, if you look closely at the top line, you can see lines that look surprisingly like Arabic words.
Like many fantasy worlds, the Wheel of Time draws its inspiration from many cultures. There are desert men in black scarves who might remind one of the Tuareg, people of the sea, ‘Asians’, and a vaguely historical base that has its roots in the Middle Ages. But unlіке Game of Thrones and, of course, Dune, Arab and Berber cultures have not really been used by Robert Jordan.
Besides, these tattoos are an addition to the series, they don’t appear anywhere in the books (and therefore on the fan art).
It’s a nice tribute to the aestheticism of these abstract and millenarian tattoos, which we will be able to admire for many weeks to come!
