Role of the Office des Changes
Each year, the Office des Changes publishes instructions on how to handle these various transactions. In addition, it is the Office des Changes that publishes the official exchange rates to be used to convert foreign income in your tax return (for example pour les retraites).
It is therefore an administration with which every foreigner in Morocco has to deal, even indirectly, through their bank. As does any company with foreign customers or suppliers.
Fortunately, the Office des Changes is remarkably efficient.
The website of the Office des Changes is very comprehensive
Although the entire site is trilingual (French, English and Arabic), the legal documentation is not available in English. On the other hand, everything can be found in French, including circulars.
For those interested, the Office des Changes also publishes monthly economic statistics and offers a newsletter subscription.
